[ Not sure if you are following the upstream tracker, therefore
  forwarding. ]

please add a dependency on "binutils". winetricks needs it to unpack deb
packages, see https://github.com/Winetricks/winetricks/issues/652.

btw, I noticed there's still a "Suggests: libwine". Originally this was
added in order to be able to restart the wineserver. But the wineserver
wrapper is in wine(-development), and the wineserver binaries are in
packages depended upon by wine(-development). Besides that, libwine
would be taken from the host arch (e.g. amd64), while often the 32-bit
packages are the relevant ones.
