Besides this real and favorable solution, there's already the existing
workaround to manually download wine-gecko (and wine-mono) installers.
See /usr/share/doc/wine-development/README.Debian.gz or
https://anonscm.debian.org/git/pkg-wine/wine.git/tree/debian/README.debian#n135
When you reported #783428 this was broken first, but fixed then. Since
you didn't have this issue for some time, but it started again, I assume
that you deleted your wineprefix and your manually downloaded and cached
wine-gecko installers.
So this should work (it does so here with 3.0~rc1-1):
$ mkdir -p ~/.cache/wine
$ cd ~/.cache/wine
$ wget http://dl.winehq.org/wine/wine-gecko/2.47/wine_gecko-2.47-x86.msi
$ wget http://dl.winehq.org/wine/wine-gecko/2.47/wine_gecko-2.47-x86_64.msi
If not, then there might be a new bug.
