Local administrators can then write their own script. That's no problem. But 
administrators sometimes want to avoid this, since they are lazy :-)

Nontrivial? A typical user writes the SSID and PSK to the config file and 
that's all. And add the wireless interface to ifplugd's configuration like 
all wired interfaces. Not nontrivial in my opinion.

No default configuration. Just /etc/default/wpasupplicant with the following 
line:
# you must have a valid configuration when activating this
STANDALONE=yes

The default can be the new approach.
