Then let the proposed wpasupplicant meta-package depend on 
wpasupplicant-ifupdown-plugin. 

I think that my proposal has some benefits:

1. It would give the user a bare-naked wpa_supplicant as provided from 
upstream but packaged for Debian. The user would be free to use it anyway he 
likes.

2. Debian extensions (both init daemon and new approach) can be used but you 
don't have to.

3. It would provide an easily maintainable upgrade path, i.e. those who have 
been using the old daemon still can without trouble. (BTW, has anything 
improved for them by the new approach? I think it only has caused trouble...)

4. New users are encouraged to use the new approach.

Maybe, I can't see why wpasupplicant-ifupdown-plugin and 
wpasupplicant-init-script should conflict.

That's presumably everyone who has been using wpasupplicant before, who is 
just interested in having a working setup as before.
