Maybe it might be wise to talk to the author of wpasupplicant, too, to
tell him about these plans, ask for any comments and find out to what
extend he wants to be involved. 

I'd also recommend you to present the task, although under the Debian
umbrella, as beneficial to other distributions too. All kind of projects
are eager to apply for SoC projects, so I guess there will be quite some
competition.
