a few comments from my side.

I disagree: wpa settings are not much different than netmask and IP from
a user's point of view. The fact that there is a daemon in the
background does not matter here. dhclient runs as a daemon, too. IMHO,
it makes perfectly sense to have these options in /e/n/i (besides the
secrets, there must be a way to read them from a root-read-only-file).
I agree with your other points though. My conclusion is: Mode 1 is a
great idea with a roaming daemon or for
one-network-and-I'm-always-in-rage setups. The action scripts should be
avoided in my opinion.
Let's see if the Summer of Code thing helps here.
