This is quite impossible for me to provide via ifdown, I am afraid (at
this point in time at least). I can however provide an alternative to
stopping wpa_action, in the form of an init script as described here:
http://lists.alioth.debian.org/pipermail/pkg-wpa-devel/2006-June/000549.html
"invoke-rc.d wpa-ifupdown stop" would bring down any interface that
started a wpa_supplicant process via ifupdown.
