I have looked at the diff in svn. You solve this problem by making the
ifupdown script expecting the action script to create a file
"/var/run/wpa_cli.$IFACE.action", iff using the method 'manual'. This
won't be done in dhcp mode.

While I think we can do this is an acceptable workaround, we need a note
in README.Debian about this, which I've just commited.

On a side note: Nobse told me that it was considered as debconf abuse to
display warning about upgrades in debconf. The right place for this kind
of warning messages is NEWS.Debian, which users are expected to read.
I've added now warning there, and I don't think that we can do much more
for upgrading.

What do you think? whats left for the upload to unstable?
