ifplugd is designed to work this way. Please, 
read /usr/share/doc/ifplugd/README.gz:

" Support for wireless networking. Whenever an association to an AP is 
detected the network is configured."

Upgrade Issues
==========

If a user has been using wpa_supplicant as packaged the upgrade breaks his 
working system unless he has *not* used the init script and has *not* 
used /etc/wpa_supplicant.conf. This has got nothing to do with local hacks!

Does such a package exist?

wpasupplicant in Debian testing/unstable (Codename "etch")
