[pkg-wpa-devel] okay to upload to unstable?

Heh, I see no problems with this, since we don't cause a new
transition. it's 'just' a new upstream version, but nothing that affects
other packages.

I've now removed the prerm and edited debian/changelog.
Just one question: Could you please provide the orig.tar.gz somewhere?
