What's the point?

The source will always be available and users can themselves apt-get
source wireless-regdb and compile their own regdb at any time, just as
with CRDA.

I think I must just suck at packaging modern debian packages, can you
elaborate a little on what this adds, I can't tell.

Yeah, John -- can you please run:

sha1sum db.txt > sha1sum.txt

and commit that? Maybe there is a way to add it as a hook to git commit?
