By the time the wpasupplicant 0.7.x branch was declared stable[1], 
Debian was already frozen for more than a month[2] and wpasupplicant
was still in very vibrant development over the weeks before 0.7.3.

While the pkg-wpa development Vcs on alioth has already moved to 0.7.x
since the day after wpasupplicant 0.7.3 was released upstream[3], an 
upload to unstable won't be possible before squeeze gets released and 
Debian unfreezes.

It is packaged, but just can't be uploaded to unstable before squeeze.
