[pkg-wpa-devel] Bug#882050: "service hostapd restart" *kills* hostapd

Not sure why; /etc/init.d/hostapd restart restarts it successfully.

Saw this on an armhf system running testing.
/etc/default/hostapd contains DAEMON_CONF=/etc/hostapd/hostapd.conf
