[Pkg-xbmc-maintainers] Bug#717468: Intermittently loses ability to shut down system

XBMC has a shutdown menu and allows me to set the shutdown action
after idle time. When everything is normal, I have the option to
shut down the system. Most of the time, however, this option is not
available. XBMC then reconfigures itself to just exit on idle and
only the next time that the option appears again, can I change
configuration, or cause the system shutdown.

Whatever is being checked to determine whether shutdown should be an
option seems to be broken.

Moreover, the absence of the ability to shutdown should not cause
automatic (and permanent) changes to the user configuration.
