I just did the update from 4.0.x with testing. When starting
X for the first time after the upgrade, my settings in ~/.xfce4/
were ignored, and selecting the config button/menu entry didn't
show any reaction. Also, the window selector on the top was
permanently blank, even if I started additional programs besides
those in my .xsession. After selecting the config button/menu
entry a couple of times, xfce crashed, taking all programs with
it, returning me to the usual XDM login screen.

I solved this by moving a file called .config that happened to be
in my home directory. Now everything seems to work.
