So I think we just want to do what Ubuntu have done and use
libxinerama-dev but I'll check this at some point.

Also I think we should wait until these packages have gone through NEW
before we upload with a build-dependency on them (or upload with a
xlibs-static-pic | libxinera-dev dependency).
