There is a shipped menu.xml.ru now which you can use as a base to edit
system.menu.xml if you want to use the Debian menu system with xfce4.  I
don't think there is a way to do what the original submitter wants
properly though without him running update-menus either locally as his
user in the desired locale or as root in the desired locale.

It would be nice if the Debian menu system was able to look at the
locale and decide based on that what file to use as a system.menu.xml.

If either of you can come up with a nice way to do this then let me know
and we'll try to incorporate it but I think our menuing system is
complicated enough at the moment.
