Gnome uses for example this specification for menu files (located in
$XDG_CONFIG_HOME/menus).

Maybe they're working on it ? I don't use gnome nor kde so I can't help
you there.

You mean storing files in a dotted directory under homedir ?

I don't think xfce will break their intent of following the
specifications from Freedesktop.org. Location of config files are
documented so I really don't see the problem. If you need to access
config files from a .xfce4, maybe a symlink from .config/xfce4 to .xfce4
could help you ?
