libxfce4util4 replaces libxfce4util2 so it needs to remove every package
which depends on libxfce4util2. If you doesn't want this (especially
when there are no replacement for some packages, like xfdesktop,
terminal, plugins...) don't do a dist-upgrade.

If you only run an upgrade it shouldn't propose you to remove xfdesktop4
(and others), isn't it ?
