I've tracked the problem to xmodmap, which I was using to load a keymap
created by xkeycaps for the linux coolkeyboard 107 key keyboard, to
enable Alt to be the Meta key.  (I need this for my IRC client, but
there are workarounds.)  Removing the xmodmap call from my autostart
script has resolved the problem.  Sorry to be such a bother.
