Neither, it's a xfce4-weather-plugin bug (which crashes the panel), due
to new memory allocation in glib 2.10. The bug is known upstream so a
patch should come out pretty soon. There is a workaround launching the
panel like this:

G_SLICE=always-malloc xfce4-panel
