As far as I know, not specifying the encoding isn't supported at all.

xfdesktop is first run in /etc/xdg/xfce4/xinitrc. You can change the
encoding here for system wide, or copy this file in your home folder
as .xinitrc and hack it

I'm not really sure it's a bug in xfdesktop packaging. It's a personal
modification on your side, which shouldn't touch other users (and I'm
really not sure it will work at all...)
