I can reproduce this, the clock isn't updated until the panel restart.
If this is critical, you can use orage clock plugin (which updates
correctly when tzconfig ends, and doesn't wait for panel restart). The
clock will be set to correct timezone at panel restart, though.

I'll forward the bug but I don't know if upstream will have time to take
care of that (it's not a really serious bug and they are in freeze
period).
