i would like to clarify this wishlist request.

i am requesting an option in "edit -> preferences -> appearance ->
opening new windows" called "Display tab bar in new windows".  when this
option is checked by the user (default would be off), on
xfce4-terminal start up, the tab bar is shown with one tab, and even if
all but the last tab are closed, the tab bar is still shown.  

note that iceweasel and other tab-capable applications usually have an
option like this in their preferences (and it is usually disabled by 
default, but easy enough to find).
