[Pkg-xfce-devel] Replace Depends on xfwm4-themes with Recommends

My understanding of his point of view is that there are two class of
themes: new (cool) themes and old (not so cool) themes.

Installing all the themes by default it's harder for novice users to
find new and cool themes.

It's not a matter of being able to remove themes, but that too much
choice could be confusing. 

Just out of curiosity, do other distros ship a default set of themes?
