Have a look at http://i18n.xfce.org/, there is documentation for new
translators.  Now, I looked at the statistics of Xfce's state for the
Spanish translation, and given this page[1] it is 100% translated.  It
will be helpful to know which dialogs aren't fully translated.

In other cases, you can feel free to follow the SVN howto on the i18n
wiki which can help you to translate trunk (which is targetted to be
released in september).
