I'm not really into wm, but I'd say, when the app is closing, they
remember a size. When they are restarted, they request this size to the
wm.

Fullscreen apps are requesting a size bigger than the screen, and the wm
understand it needs to maximize them.

What size the app is requesting seems to be the apps responsibility.
