Was xfdesktop4 installed before or after the 'menu' package?
It seems that menu doesn't run update-menus at install, for some reason. We
run it in xfdesktop4 postinst, but only if update-menus is available (wich is
not if 'menu' package isn't installed). So if you install first xfdesktop4,
then only menu, you end up with an empty menu.
If you install first menu, then xfdesktop, xfdesktop postinst will take care
of running update-menu, so you'll have it.
Could you report back on the order?
Another test is to purge menu, to remove /etc/xdg/xfce4/desktop/menudefs.hook,
then to reinstall xfdesktop, then reinstall menu. You end up with an empty
The thing is, I'm not sure update-menus is really run in xfdesktop4.postinst,
I have to investigate more on this.
