Yes, if we select "panel 2" and try to move it from monitor 0 to
monitor 1, xfce4-panel crashes as well.

The panel appears on monitor 0. If we try to move it to monitor 1 via
the xfce4-mcs-manager panel control, we see the same crash.

Yes, the output is:

The program 'xfce4-panel' received an X Window System error.
This probably reflects a bug in the program.
The error was 'BadMatch (invalid parameter attributes)'.

we try to fiddle with the panel:

In a previous session we also saw many of these warnings, which appear
in the .xsession-errors after xfce3-panel exited with the message above:
