I think the "bug" is in thunar-volman. It looks what type a newly
mounted media could be, and when there is a VIDEO_TS folder, it reports
a DVD. Then, the command that the user configured in the thunar-volman
settings is started.

So you could just disable the above action. I think that the fact that
a media with a VIDEO_TS folder and .VOB files in it is _not_ a video
DVD is more a broken scenario than a bug in thunar-volman. What are
these CDs good for? To fake a DVD media to be able to play it in cheap
DVD players?
