It doesn't happen with other driver, so I think it's a driver issue.
Twinview is *not* xinerama, and xinerama is gone anyway. The future is
randr 1.2 stuff, which panel supports more or less correctly (especially
with static config). It *doesnt* support twinview because nobody really
know what is twinview. And yes, xfce4-panel (and xfwm4) changed between
4.4 and 4.6, especially to support randr 1.2.

So yes, there might be a bug, but unless the developer can reproduce it
it'll be very hard to fix. You may not have time to find how to
configure randr 1.2, but don't expect other people to have time to fix
proprietary bugs either, especially without any kind of information.

That said, if you have a dual-output card it should be fairly easy to
use RandR 1.2 (and there are plenty of documentation on the net). You
don't have to retune all your config, just disabling all that twinview
stuff, switch to vesa driver (or maybe remove xorg.conf completely and
let xorg chose the best driver, like nv or vesa), add a Virtual line so
there is enough memory allocated, and when in Xfce, use xrandr to
configure the dual screen output. You will need something like:

xrandr --output $left --left-of $right

restart xfce4-panel just to be sure, and report back.
