No, Xfce autodetects what X is using. See X documentation to manage that
(hint: dpkg-reconfigure console-setup).

Yes, it seems the configuration is saved only when you chose a *layout*.
And what you're chosing is a *keymap*. Another way to have it remembered
is to check/uncheck the “use X configuration”.
