I don't use compiz, but could you check who is hanging? If everything
is, it seems it should be compiz, but maybe X. Try to ssh from another
box before doing the shutdown/restart.

xfce4-session uses hal to shutdown/restart the box, before falling back
to sudo if there is no permissions (policykit/consolekit) for hal stuff.

Anyway, feel free to reassign when you found the problem, because the
hangs can't really be in xfce4-session.
