You should be able to manually correct the config
in .config/xfce4/panel, look at a file named
xfce4-xkb-plugin-1234567890.rc.

Could you try to backtrace it (replace the executable by a wrapper
running in gdb (more info at
http://wiki.xfce.org/howto/panel_plugin_debug)
