It's a complicated setup related to japanese keyboard, which is not
really related to this problem.

In case you're still curous: Basically you can't get the
Katakana_Hiragana Key working with Shift when you base your keyboard
setup on the jp layout, because there this key is defined as a Caps key
(or whatever). Workaround for me for years was loading another keyboard
table with setxkbmap, and then loading the complete desired keytable
with xmodmap.

I now managed to solve the problem by manipulating the XKB Symbols files
directly - so I just need to modify  few (5) keys with xmodmap.
But direct manipulation may be out of option for some persons.

I just wanted to report that this problem was not present before and was
 only introduced with the switch to xfwm 4.6  .
This one prevented me long time from upgrading, because a 1+ Minute
freeze every system startup was quite unacceptable for me.
