...As indeed has happened. I can confirm this bug:

28 pixel wide, left-mounted panel, full height, fixed position

[system: Gentoo 2.6.34-r1 x86 with xfce4-panel-4.6.4, xfce4-base-4.6.2
on a Vaio VGN-FZ4000]

Using the task list causes the buttons to flicker as the panel
(apparently) attempts to resize the buttons in action.  One  reason it
seems difficult to reproduce is that I just found that setting the
``Show handle'' option makes the buttons always responsive, but does not
remove the flicker.  Running xfce4-panel on the command does not produce
any output when the flicker occurs.

Some quick improvement to the button-size code (e.g. holding their sizes
constant), applicable for side-mounted could be a simple solution.
