As said to mr_pouit, I don't think it's a good idea. I'd go for a
suggests, not more. Thunar-volman wasn't exactly supposed to handle
that, it was the fastest way to do it at 4.6 time (and I very much thank
you for that work) but it's not the main point of thunar-volman. Some
people don't want to clutter their install, so I don't really want to
force cryptsetup install by default (which will be the case for Depends:
and Recommends:).

(btw I noticed you weren't able to reproduce the “double passphrase”
bug, it puzzles me as I can reproduce it since quite some time here, but
it might be hal-related or something).
