For the record, after some debugging session on IRC it seems that:
* locking and unlocking the panel doesn't help
* xfce is up2date at 4.8
* local rebuild show the same behavior
* the panel doesn't crash
Could you detail your panel config (what plugins do you have there).
I never reproduced this but it could be related to one plugin preventing
the hide of the panel, though as I understand it your problem is the
opposite (the panel always hides itself).
