My bad, I read through your advice inattentively and tried first what I found. That was Appearance applet.
It has similar checkbox too and it do hide icons in menu but does not prevent from reading them from disk.
Today I browsed through settings and found one you mentioned, in Desktop settings applet. It works as
expected, delays are now gone.
