Are you sure there's nothing in .config/xfce4/panel which would override
this? I don't know exactly how preferences are picked up, but I don't
think there's duplicate code in each panel so I just think it's common
code for all plugins, and if it works for some and not others that looks
weird.

I'll try to reproduce/investigate but please check (for this one and the
pager) if there's nothing sitting in your homedir.
