This problem occurred for me after the previous bug I had was marked as fixed.  The previous bug was that permissions gave no access to smb shares, which was apparently a gvfs-fuse bug.  I suspect that the Open With... dialog bug is a result of the solution to the gvfs-fuse bug that resulted in bad permissions.

I'm afraid I have no idea other than as to what might cause it because I don't know how the Thunar network stuff operates on the backend.  As the OP noted, mounting the share by UNC works, so it's specifically related to browsing, and whatever magic is supposed to pop up the credentials dialog.
