The xfce4-panel(1) man page says this:

SEE ALSO
       Upstream documentation in /usr/share/xfce4/doc/C/xfce4-panel.html

However, the upstream documentation is actually located at:

/usr/share/doc/xfce4-panel/html/C/index.html
