Thank you for the help. I haven't been using debian that long and I am still learning the finer points of package management.
I'm sure that you noticed the most recent version of xfce4-panel isn't as new as expected. The policy command on my machine shows 4.6.1-3, I pasted the output below.
command:
apt-cache policy xfce4-panel
returns:
xfce4-panel:
