Anything which might be relevant. I can't investigate for you, and
shortcuts do work for everyone else, so basically I can't do anything
for you right now.

Removing it isn't a good idea anyway, it's needed.

Can you check that xfce4-settings-helper and xfsettingsd are running?
Can you paste me the content of the
xfce4-settings-helper-autostart.desktop file? If you add some shortcuts
in this tab, do they work?
