When I bypass xfce4-power-manager and use dbus-send, I get the
following:

  vauxhall no % dbus-send --system --print-reply --dest=org.freedesktop.UPower /org/freedesktop/UPower org.freedesktop.UPower.Suspend
  Error org.freedesktop.DBus.Error.NoReply: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.

The system suspends, and when it unsuspends, it prints the error
message.  Notably, upon resume network-manager is running but the
network stays down and cannot be enabled through the applet; it has to
be restarted with service.

Subsequent attempts to suspend result in the following:

  vauxhall no % dbus-send --system --print-reply --dest=org.freedesktop.UPower /org/freedesktop/UPower org.freedesktop.UPower.Suspend
  Error org.freedesktop.UPower.GeneralError: Sleep has already been requested and is pending

This despite the fact that the machine has resumed and nothing else on
the system thinks sleep is pending.  Restarting upower allows me to
suspend again, once, after which, I get the same response: sleep is
pending.

Contrast this with upower 0.9.20-2:

  vauxhall no % dbus-send --system --print-reply --dest=org.freedesktop.UPower /org/freedesktop/UPower org.freedesktop.UPower.Suspend
  method return sender=:1.160 -> dest=:1.162 reply_serial=2
  vauxhall ok % dbus-send --system --print-reply --dest=org.freedesktop.UPower /org/freedesktop/UPower org.freedesktop.UPower.Suspend
  method return sender=:1.160 -> dest=:1.167 reply_serial=2

And when I bring it out of suspend, network-manager comes back up.  I
suspect the code to shove part of the work off to systemd is broken; I
have used both the sid and experimental versions and upower is broken
with both of them.
