I also experienced this while using Openbox and I found the solution in
the Ubuntu bug #883485 [1], comment #3 [2].

But while for the comment #3, the issue was fixed by setting the
active-card property to
PlaybackInternalAudioAnalogStereoPulseAudioMixer, in my case I had to
install the xfce4-mixer package, start the xfce4-mixer application and
set the soundcard to "Playback: Built-in Audio Analog Stereo (PulseAudio
Mixer)". After I made this operation, a new soundcard appeard in
"xfconf-query -c xfce4-mixer -l":
/sound-cards/PlaybackBuiltinAudioAnalogStereoPulseAudioMixer. So I set
the active-card to "PlaybackBuiltinAudioAnalogStereoPulseAudioMixer"
with:
xfconf-query -c xfce4-mixer -p /active-card -s PlaybackBuiltinAudioAnalogStereoPulseAudioMixer
and the xfce4-volumed started muting/unmuting correctly.
I think this behaviour is due to the fact that the active soundcard is
not set if the xfce4-mixer is not started and I presume this doesn't
happen in xfce, where xfce-session is working and starting all the
applications and setting the right properties in xfconf. That would be a
reason why this bug is overlooked.
