Currently we do something like that for XDG_CONFIG_DIRS for theming
support in desktop-base using
http://sources.debian.net/src/libxfce4util/4.10.1-1/debian/patches/01_add-desktop-base-in-config-dirs.patch

Feel free to do a proof of concept for xfce4-session and XDG_DATA_DIRS
using Xsession.d, so we can investigate the effects.
