I'm not sure. Zaphod is not exactly frequent these days, so it might
not be really tested. Note that xfce4-terminal uses by a default a
client/server model, where only one process is running for all terminal
windows. When a new process is opened, it first tries a dbus call to
see if another process is already running and if so, ask it to open a
new window.

In your case, it might be that opening a terminal on the second screen
contacts the process running on the first one and ask it to open a
terminal on the second one, which somehow fails.

It might help to see how exactly it fails (does it crash?). You could
also try with xfce4-terminal --disable-server.
