Out of curiosity, can you include the result of:

apt-get install xfce4

I've tried to reproduce in a wheezy chroot. Installed xfce4 (4.8.0.3)
then switched the sources to sid (directly) and tried to install xfce4
and I have no dependency problem:

root at scapa:/# apt-get install xfce4

So I'm not sure what the problem is. We might try to help apt, but it'd
be really easier if I was able to reproduce the problem myself.
