What do you mean *I* removed the language setting?  

This file was created by LightDM. It contained the following lines:

[Desktop]
Session=lightdm-xsession
Language=en_US.utf8

---EOF---

This is the default locale in the system.  Then I edited the file and
replaced "en_US-utf8" with "ca_ES.UTF-8".

[Desktop]
Session=lightdm-xsession
Language=ca_ES.UTF-8

---EOF---

Logged out, logged in, now the locale is still set to "en_US.utf8" and the
file has been reverted to the state previous to my edit.

The only way to change the locale is by selecting a locale in the login
screen.  Changes to .dmrc have no effect because the file is overwritten
every time.
